Day to day management of the city is the responsibility of the city administrator who manages and supervises all departments, agencies and offices of the city to achieve the goals of the governing body. The city administrator appoints all department heads, officers and employees of the city, with the approval of the city council. He is appointed by the mayor with the advice and consent of the city council. He and his administrative staff work together to ensure that residents’ and business owners’ needs are effectively met in a timely manner to assure quick and efficient delivery of services to enhance quality of life for all residents of Hesston. Other responsibilities include the enforcement of all city ordinances and resolutions, contract management, oversight and assisting with the city’s Annual Operating Budget, Capital Improvement Plan, and manage issues related to community redevelopment and economic development.

Mr. Gary Emry
Gary Emry was appointed as the city administrator of Hesston in December of 2013. Prior to his appointment Mr. Emry served as the city administrator of Girard, Kansas.
Prior to being appointed as a City Administrator, Gary worked in various Chamber of Commerce operations as the President and CEO for approximately 12 years and is a 24 year veteran of the United States Air Force. He is a member of the Kansas Association of City Managers and holds a Bachelors of Science in Business Marketing degree from the University of Phoenix, a Certificate of Public Management from the University of Kansas and a Certificate of Not-for-Profit Management from the United States Chamber of Commerce.
