As the City's Chief Administrative Officer, the city administrator reports directly to the Hesston City Council and carries out policy established by the Council. All department directors within the City report directly to the administrator, who oversees the daily operations of the City of Hesston.

Gary Emry was appointed as the City Administrator by the Mayor and confirmed by the council. He is responsible for all administrative and operational activities of the organization to include fiscal management, impartial enforcement of all ordinances, resolutions and codes, contract compliance and oversight, capital improvement plan, and all other matters relating to the quality of life of all Hesston citizens. 

Gary earned his Bachelors of Science Degree in Business Marketing from the University of Phoenix. After completing a 24 year military career with the United States Air Force he began a subsequent career, serving twelve years in the Chamber of Commerce world before his transition to municipal management beginning in 2008 where he served for six years as the City Administrator in Girard, Kansas. As a chamber executive he achieved a certificate of Not-for-Profit Management through Colorado University and served on the Kansas State Chamber Board of Directors. 

In 2009, Gary was appointed by Governor Kathleen Sebelius  to the Kansas Volunteer Commission and served two years in that capacity. In 2010 he completed certification as a public manager through the University of Kansas School of Public Management. He is a member of the Kansas Association of City Managers and the International City Managers Association. Gary has served as a past board member of various civic organizations including Rotary, Lions Club, Big Brothers-Big Sisters and the United Way. He served as co-facilitator in two Kansas communities as part of the "Public Square" and volunteered many years helping each city develop civic leadership under this model.
