City Council

The City of Hesston is a city of the second class and operates under a Mayor and Council form of government as provided for under Kansas Statutes, with a mayor and five city council members. General municipal elections are held in April of odd-numbered years with a primary, if required, in February. A mayor and council are elected at large by public vote. All members are elected to four-year staggered terms.

The City Council creates and passes by majority vote, resolutions and ordinances, approves the budget,appoints citizens to advisory boards and hires an administrator who serves at the pleasure of the Council. The administrator is responsible for daily oversight of the affairs of the city and ensures laws and ordinances are enforced and reports directly to the Council. 

Council Meetings

The City Council meets in regular session the second Monday of each month. In addition, Council Work Sessions are held as required to meet with the staff to discuss on-going work. Council meetings begin promptly at 6:00 p.m. Executive Sessions1 are scheduled when required. Meetings are conducted in compliance with the Kansas open Meetings Act. The public is invited to attend.

General Issues and Concerns of Citizens 

Citizens can address the City Council about issues that are not on the formal agenda. When addressing the Council, citizens are asked to stand at the podium, state their name and address and then relate their issue. 

Executive Session 

Under exemptions to the Kansas Open Meetings Act, the Council can recess into Executive Session. This gives the City Council an opportunity to meet with staff and the parties involved to discuss the City's options resolving pending legal action, land acquisition issues or personnel matters.

Mayor, David K. Kauffman

Mr. Kauffman was elected to the city council in 2007 to a 4-year term.  In 2009 David was elected by the council to serve as council president and assumed the position of mayor upon the resignation the former mayor.  David was elected for an additional term in 2013 and will serve until 2017 as mayor.  He is the owner of Kauffman Insurance Agency, an Allstate agency in Wichita.  He and his wife, Lynda, reside in Hesston and have a daughter Paige.  Email Address:

Councilman, Larry Fuqua

Larry  is the  owner of Fuqua Ruth Typer Insurance, an Independent agency began in 1973 with offices now located in Hesston, Newton and Lindsborg.  He and his wife Becky reside in Hesston. Larry has two grown children, Chad of Hesston and Karla who resides in Wichita. Email addess

Councilwoman, Susan Swartzendruber

Susan was brought onto the council in October 2016 to replace outgoing Councilman Gary Pauls. Her term will expire April 2019.  Susan is the owner of GLC Real EstateServices, Inc. and is an active member in the Hesston community. She has served on many boards including Hesston Chamber of Commerce, HAEDC and Planning and Zoning. She resides in Hesston with her husband Tim, head men’s basketball coach at McPherson College and son Landon, freshman at Hesston High School. Councilman, Brad Unruh

Mr. Unruh was first elected to the council in 2009, serving a 4-year term through 2013. Now serving a second term, he will serve until 2017.  He currently serves as president of the council.  Brad is the Product Manager for Excel Industries in Hesston.  He and his wife Andrea reside in Hesston along with their two boys; Cade and Ty. Councilman, F.C. (Clare) Moore

Mr. Moore was elected to the City Council in 2015 to a 4 year term. He is the owner/broker for 40 years of Claremont Realty & Management, a real estate sales and management company serving Hesston, Wichita and Stafford. He is a strong advocate for rural life style and community. Local growth thru local investment and local support is a constant goal. Clare and his wife Nancy have lived in Hesston for 10 years. They have two grown and married daughters, Gretchen (Jeff Packer) and Bethany (Andrew Campbell). Their son Rob graduated from Hesston High School and with his wife Kylie live in Hesston. Clare and Nancy have 3 grandchildren.

Councilman, Jason Jones

Mr. Jones was elected to the city council and sworn in on April 8, 2013.  His current term runsthrough 2017.  Jason has served as the Director of the Hesston Wellness Center for Schowalter Villa since 2011.  He and his wife, Tracy, reside in Hesston and have three sons, Alex ; 20, Nick; 17, and Jace; 2.  He can be reached at 620-327-2323 or by email at
