The City of Hesston is a city of the second class and operates under a Mayor and Council form of government as provided for under Kansas Statutes, with a mayor and five city council members. General municipal elections are held in the fall. A mayor and council are elected at large by public vote. All members are elected to four-year staggered terms.
The City Council creates and passes by majority vote, resolutions and ordinances, approves the budget, appoints citizens to advisory boards and hires an administrator who serves at the pleasure of the Council. The administrator is responsible for daily oversight of the affairs of the city and ensures laws and ordinances are enforced and reports directly to the Council.
The City Council meets in regular session the second Monday of each month at 110 E Smith St. See calendar for specific days. In addition, Council Work Sessions are held as required to meet with the staff to discuss on-going work. Council meetings begin promptly at 6:00 p.m. Executive Sessions are scheduled when required. Meetings are conducted in compliance with the Kansas Open Meetings Act. The public is invited to attend. Minutes of the meetings are recorded by the City Clerk.
General Issues and Concerns of Citizens
Citizens can address the City Council about issues that are not on the formal agenda. When addressing the Council, citizens are asked to stand at the podium, state their name and address and then relate their issue.
Under exemptions to the Kansas Open Meetings Act, the Council can recess into Executive Session. This gives the City Council an opportunity to meet with staff and the parties involved to discuss the City's options resolving pending legal action, land acquisition issues or personnel matters.
