Elected Officials

City HallThe City of Hesston is a city of the second class and operates under a Mayor and Council form of government as provided for under Kansas Statutes, with a mayor and five city council members. General municipal elections are held in the fall. A mayor and council are elected at large by public vote. All members are elected to four-year staggered terms.


City Council
The City Council creates and passes by majority vote, resolutions and ordinances, approves the budget, appoints citizens to advisory boards and hires an administrator who serves at the pleasure of the Council. The administrator is responsible for daily oversight of the affairs of the city and ensures laws and ordinances are enforced and reports directly to the Council. 

Council Meetings
The City Council meets in regular session the second Monday of each month at 110 E Smith St. See calendar for specific days. In addition, Council Work Sessions are held as required to meet with the staff to discuss on-going work. Council meetings begin promptly at 6:00 p.m. Executive Sessions are scheduled when required. Meetings are conducted in compliance with the Kansas Open Meetings Act. The public is invited to attend. Minutes of the meetings are recorded by the City Clerk.

General Issues and Concerns of Citizens 
Citizens can address the City Council about issues that are not on the formal agenda. When addressing the Council, citizens are asked to stand at the podium, state their name and address and then relate their issue. 

Executive Session
Under exemptions to the Kansas Open Meetings Act, the Council can recess into Executive Session. This gives the City Council an opportunity to meet with staff and the parties involved to discuss the City's options resolving pending legal action, land acquisition issues or personnel matters.


David KauffmanMayor  David K. Kauffman
Mr. Kauffman was elected to the city council in 2007 to a 4-year term. In 2009 David was elected by the council to serve as council president and assumed the position of mayor upon the resignation the former mayor. David was recently elected for an additional term in 2021 and will serve as Mayor until 2026. He is the owner of Kauffman Insurance Agency, located in Wichita. He and his wife, Lynda, reside in Hesston along with their daughter, Paige. dkauffman@hesstonks.org.

Larry FuquaCouncilman  Larry E. Fuqua
Mr. Fuqua owns Fuqua Insurance Group, an independent agency began in 1973 with offices now located in Hesston, Newton, and Lindsborg. He and his wife Becky reside in Hesston. Larry has two grown children, Chad of Hesston, and Karla, who resides in Wichita. lfuqua@hesstonks.org.



Councilwoman  Susan Swartzendruber
Susan SwartzendruberMrs. Swartzendruber was appointed to the council in October 2016 to replace an outgoing sitting Councilman. Her term expires in January 2028. Susan is the owner of GLC Real Estate Services, Inc. and is an active member of the Hesston community. She serves on many boards including the Hesston Chamber of Commerce, Hesston Area Economic Development Committee, and the Planning and Zoning Commission. She resides in Hesston with her husband Tim, Director of Athletics at Bethel College. Tim and Susan have five grown children and three grandchildren. sswartzendruber@hesstonks.org.

Brad UnruhCouncilman  Brad Unruh
Mr. Unruh was first elected to the council in 2009. He was recently elected to a fourth term and will serve until 2026. He is employed by Stanley Black and Decker of Hesston where he serves as the Director of New Product Development. He and his wife Andrea reside in Hesston along with their two boys; Cade and Ty. bunruh@hesstonks.org.


ClareMooreCouncilman  F.C. (Clare) Moore
Mr. Moore was first elected to the City Council to a 4-year term in 2015. He has since been re-elected and his current term runs through 2028. He is the owner/broker of Claremont Realty & Management, a real estate sales and management company serving Hesston, Wichita, and Stafford. He is a strong advocate for rural lifestyle and community. Local growth thru local investment and local support is a constant goal. Clare and his wife Nancy have lived in Hesston for 15 years. They have two grown and married daughters, Gretchen (Jeff Packer) and Bethany (Andrew Campbell). Their son Rob graduated from Hesston High School and lives in Hesston with his wife Kylie. Michael WallaceCouncilman  Michael Wallace
Mr. Wallace was elected in November 2021 and will serve a 4-year term beginning January 2022 to January 2026. He is co-owner of Catalyst Safety, a safety training and consulting company. He and his wife Kim, along with his two daughters, Hannah and Rachel, moved to Hesston in 2013. He can be contacted at mwallace@hesstonks.org.
