Government Facilities and Services Re-Opening Plan Effective May 4th

City of Hesston Government Facilities and Services Re-Opening Plan
This plan abides by the baseline and phase-in approach set by the Governor on April 30, 2020 as directed under Executive Order 20-29.

As stated in the Executive Order, the City of Hesston will follow all benchmark protocol used to establish transition points from one phase to the next. They are:

DISEASE SPREAD 
Stable or declining  over a 14-day period

HOSPITALS                          
Decreasing number of new COVID-19 admissions within a 14-day period.

DEATHS
Decreasing number of deaths in a 14-day period.

If these metrics are not met according to state guidelines during any phase, the City of Hesston will follow further restrictive protocol as issued by the Governor, if that re-occurs. This plan only covers the City of Hesston government facilities and services. All other agencies, business, and industry and private sector entities are to refer to the Governor’s plan for re-opening and the Harvey County Re-opening Plan.

 

PHASE ONE   May 4 – May 18
Mass gatherings of no more than 10 individuals allowed
Use of masks are encouraged
Maintain 6’ social distance
Administrative staff will remain in work at home status until May 18, 2020
All other departments will remain in current shift schedules until May 18, 2020
Service to the public at City Hall will remain as currently in effect through May 18, 2020
Sanitization procedures will be followed
Minimize or avoid non-essential travel
May City Council meeting conducted via ZOOM
May Planning and Zoning Hearing conducted via ZOOM

ALLOWED TO OPERATE
Golf Course operations will continue as currently operating
Park open spaces with no more than 10 individuals allowed
Dog Park
Library
All private business and industry as outlined Executive Order 20-29 and the Harvey County Re-opening Plan

 NOT ALLOWED TO OPERATE
Swimming Pool
Playgrounds
Shelter Rentals
All others in accordance with Executive Order 20-29 and the Harvey County Re-opening Plan

PHASE TWO  May 18 – June 1
Mass gatherings of no more than 30 individuals allowed
Use of masks are encouraged
Maintain 6’ social distance
Administrative staff will work from City Hall
All other departments will return to normal scheduling and business hours
Sanitization procedures will be followed
Minimize or avoid non-essential travel

ALLOWED TO OPERATE
Golf Course
Park open spaces with no more than 30 individuals allowed
Dog Park
Library
Swimming Pool
Playgrounds
Shelter rentals with no more than 30 individuals and maintaining 6’ distancing
All private business and industry as outlined in the Governor’s plan and the Harvey County Re-opening Plan

NOT ALLOWED TO OPERATE
All others in accordance with Executive Order 20-29

PHASE THREE          June 1 – June 15
Mass gatherings of no more than 90 individuals allowed
Adhere to personal hygiene practices
Sanitization procedures will be followed
No travel restriction

 ALLOWED TO OPERATE
All municipal operations resume as normal
All private business and industry as outlined in the Governor’s plan and the Harvey County Re-opening Plan

NOT ALLOWED TO OPERATE
All others in accordance with Executive Order 20-29 and the Harvey County Re-Opening Plan

PHASE OUT   June 15
After reaching the phase out date the City will follow any additional guidance published by the Governor.

PHASES ONE-TWO-THREE            Through May 31, 2020
The City of Hesston will follow Executive Order 20-28 regarding utility shut offs
